REG-RUSD Time weighted staking

Starting from REG-RUSD LPs, users can lock their LP tokens up to 730 days (2 years). LP stakes are multiplied by time locked boost. The time locked boost applies to an individual's stake as a proportion of all of the stakes in the pool.
